Why hasn't someone from the 1% decide to become the sole elite by taking everyone else out and by ending the "ruling class"?

Hegemonic power, such as the current ruling class has, is a complex thing to wrap ones head around.

Imagine the Monopoly board game is the economy. Six players sit down, and eventually through ruthless cunning one of them eventually owns every last property on the board. Five players are now utterly destitute and unable to buy property and therefore compete in the game, and one literally owns everything.

Then the person who actually owns the board game, who would never sully their hands by playing a child's game, has the winner shot or enslaved depending on their mood that day.

Regardless of who won or lost the game, or by how much, there was never any risk to those holding REAL power. The winner was never going to be able to transcend the game in a way which would translate to REAL power. Even in a situation where the owner of the board sat down and lost everything, they still win because they own the board.

To answer your question: Once a person or group commands that degree of power there is nothing left to do. There is no more up. There is no more more. Any move in any direction only reinforces the existing status quo. It's like asking if God could punch themselves so hard that they knock themselves out.
