If I'm honest, It's been a long time since I actually watched the video. If you had responded to me first with this articulate and reasoned answer, I would have gone back and watched it. (Like I just did.) I was apparently generalizing these situations because I have personally seen them and I was wrong in this situation.

For instance, the small town in Colorado where I used to live was terrible. The people who ran the town constantly drove around hammered and at double the speed limit. For everyone else, the cops would pull you over if you were going 3 over or swerved more than a foot in any direction. I've personally witnessed cops shitting themselves while a city councilwoman who was drunk shrieked like a harpy.

That being said, I'm wrong about this situation.
