Seems it was run by the Archive Team. They state:

The way they work is with people running a virtual machine on their computer, which goes around (crawls) and downloads (scrapes) all the data off every page that it can. In this case with a specific focus on Google Videos.
What you're looking at is essentially a .zip of all that page data, split up evenly across several folders.
If you had a specific video in mind, they presume the video will be available through normal means, by searching through the Wayback machine found on their front page.
