I can see how the law might vary from state to state. Not knowing what state OP is in, I modify my original advice and suggest that OP send the report in to CPS directly. What I take umbrage to is the "it's up to you" attitude of their administrator. Like heck no, that's your job to determine the next step to take.

In my state, the training always includes "report to your administrator, and after that you have met your legal requirement..." (As if that is a relief to any mandatory reporter)

It's up to trained professionals to make decisions after that, my gut feeling just gets the report made. Without the report, there would never be an investigation. With the report...the door to investigation is opened, but I'm not qualified to walk through that door, I would do more harm than good.
