Alex On Autos has a pretty good YT video explaining it. The current model requires a compact light duty truck (to include most SUVs) to almost be as fuel efficient as a Prius. I don't really see it as a loophole to recognize that bigger cars are less fuel efficient. It's just the current model insentivises producing bigger vehicles. For Model Year 23, doubling a light duty truck's footprint form 38 sq ft to 76 sq ft takes the fuel efficiency requirement from 46mpg to 28mpg. I'm no car manufacturer, but if I was, I know what'd I'd do with my cars.
