I've found it easier to do the outline in paragraph form. Yeah, it sounds a little contradictory, but I'm talking extremely simple sentences that are intended to be heavily edited and fleshed out later.
As in:
My main point of the paragraph is states in the first sentence and is supported by reasons A, B, and C. A is good because of X. B is valid because of Y. C is relevant because of Z. These result in blahblah, which supports <main point of paragraph>.
The idea is to really only have an outline level of detail, but it's already stated in words so you don't get stuck trying to think of a good sentenc. You just have to think of an improvement or extension on the one than you already have, which is super easy.
