[Help] Five years old and still has potty/temperament issues. Desperate situation.

Punishment for going in the house doesn't achieve much besides making the dog not want to pee in front of you in the future so I'd avoid doing this.

If the carpet has been peed on many times, I can see only one solution: throw it away. Even if you can't smell it, to him it probably reeks and that makes it very difficult for him not to pee there.

You might have to put him back on a puppy schedule for the potty training and keep him crated when he's not out or exercising/training for a while.

For your barking issues, you can try to desensitize him to wildlife and other dogs. I would start by teaching a "look at me" command and practising it with dog sounds on youtube. You can also try other commands such as lie down or sit. Than you can gradually get closer to the window and try it when other dogs are passing. And in the meantime, try to cover your windows with something. If he keeps having to see other dogs, no doubt he will do more damage.

Also, it's not clear from your post how much exercise and mental stimulation he gets every day, but if you make sure he gets plenty of both, it should help with these issues.
