We are getting married at Chelsea Piers/Pier 60 next summer in the city, doing a 12-5pm brunch, it is $199 per person and includes everything (except flowers & outside vendors and NYC sales tax). We have a tight budget too but wanted to keep it in the city as we live here, going to a daytime option, if you're open to that, will open your choices up to a LOT more venues.

Central Park boat house was our other option, their Friday, Sunday & daytime rates are $165++.

Lawn Club in New Haven was also very affordable as was Water's Edge in CT.
