The JAV industry is also invested in the censorship, part of the reason why JAV got its "outlandish" reputation is due to the censoring. Part of the appeal of JAV to the Japanese is the ability to imagine what's behind the censorship. There are studios that are uncensored they appeal to the foreign markets most notably Dream Room Productions (carribeancom,1pondo,Heyzo etc.) but they're legally US based. It is common enough for actresses to do a retirement tour and do uncensored, you sometimes see stars who did uncensored early on when they were "nobodies", but you rarely see big names do uncensored and continue there regular career ( Yui Hatano, Ruka Kanae, Megumi Shino aka Shino Aoi etc.)
