Pennsylvania's statutory definition of road worthiness:

Utah's statutory definition of road worthiness:

Reject when: The defroster fan fails to function as designed. (Utah DPS)

Maine's statutory definition of road worthiness:

Reject vehicle if the defroster fan fails to operate. Reject vehicle if there is no airflow. Reject vehicle if there is no defrost heat/temp control. (Maine 16-222 Chapter 1 Section 180)
