Underscarves are only necessary to help prevent slippage. Silkier fabrics like chiffon will slip right off. So underscarves are necessary to prevent that. Ebay has plenty, cheap and convenient.

Pins, too, just hit up a Target or Walmart. You can use straight pins (here's a tutorial on how to use one) or traditional safety pins (these tend to snag on the fabric and ruin it tho, heads up).

Actually, check out your local Target, JC Penney, or Macy's for scarves. They often have a wide variety and the fabrics aren't silky (as most of the sites above carry), making them beginner friendly.
