It's because the Democrats didn't gain power until 2007, and by then they only had a limited amount of time and political capital to get Obamacare out the door, whereas the Republicans can use their majorities to do whatever they want because they can be confident that when Demcoratic base starts to lose enthusiasm again, their old, white Christian base with always reliable turnout will put them back into power.
