I wouldn't say it's "dogshit", but it's taken direct and then indirect nerfs that have destroyed what it was useful for at end game - it's endgame single target damage scaling. It's very mid-tier but there are worse skills, and it is no longer meta.

For a long time there were only really two good melee options: Cyclone which excels at clear speed, or MS that excelled at endgame single target damage. Because of the changes described in jermed's post (10 balls at 154% vs 5 balls at 96%) it is no longer useful for that, and other melee changes have helped give melee (a few) other options. Also lots of hits per hit (from all the balls) made it excellent at scaling with various mechanics (LGoH, Poison, etc.).

Personally I found it pretty boring prior to the changes, when every single melee build was using one of two skills. But given the state of melee I would have preferred other melee options being buffed, rather than taking away from MS what it was good at. GGG are a great company overall, but they do tend to over-nerf once they set their sights on something.
