They are calling for the equal application of current laws. As am I. Again, I suggest you actually look into the situation. I spend my every single bloody working day dealing with the very problem except from a car drivers point of view (I'm a highways consultant specialising in motorised traffic - it's always amusing to me that people jump to the conclusion that I am some how anti-car users despite literally specialising my entire career on it).
