I think You're missing the point of this article. The author is pointing out that an NFL owner saying "Oh I just wish this thing I have absolute control over would happen" is an empty statement.

If Kraft truly cared about Kaep being in the NFL, he would be. Just as if Kraft truly cared about Michael Sam being in the NFL a few years ago, he would have been.

Kraft is an empty shirt when it comes to these things and, as the author rightly points out, should probably just shut up about them. I'm not saying this makes him a bad owner, in fact not sacrificing the team for political views is likely something with which the majority of fans agree; but, it does make his public grandstanding a bit silly.
