All of the mobile phone location stuff started with the Clinton Administration and woman who was found dead locked in the trunk of her car after abduction. I literally sat across a conference room table from Morgan O'Brien in Nextel headquarters in Washington D.C. whenever the first beginnings of this were happening probably circa 2002 shortly after 9/11, cackling about how they were going to have GPS location technology in all aspects of mobile telephony within a decade AND the U.S. taxpayers would foot the bill for the entire thing while the FCC collected hundreds of billions in spectrum auction license revenue.
