In honor of U.S. election day: Is there an inherent moral quality to a democratic form of government, or is it merely good because we believe that, in the long run, it tends to bring about better policies than other forms of government?

If you had two choices: Allow your citizens to be free as we know it in first-world countries, or be a slave, which is morally superior? Now, we know that being a slave is bad, so ignore the bad parts. That means that you're allowed to do whatever you want as a slave, and you hold no obligations to your masters whatsoever.

Let's sweeten the pot and say that being a slave means you also have all of your needs taken care of for the rest of your life. Which option is morally superior? What would it take for it to be morally superior to be a slave in this scenario?
