Why is Horizon Zero Dawn Complete Edition only $20?

It's been a few years since releaese, was extremely successful so there's tons of copies circulating around (since most have played through all the content by now).

Honestly just a guess and what I assumed, still feel like complete edition should retail for $40-30 but better for us consumers especially late adopters!

I just picked up my third PS4 (Pro) since I play through the exclusives then sell the console once i'm out of stuff to play. I'm primarily a PC gamer, I wait a year or two until another 20 or so exclusives I'm interested are out. In this case Spiderman and RDR2 were enough a reason.

Picked up 15 games at Gamestop the day I bought the system including Horizon (which is stunning so far). Super stoked, game is fantastic and probably the best value you can get at the moment I got the complete edition for $17. On top of that the best titles for the most part all can be had for less than $20 so it's easy to get back into.

Sorry for the drunk blurb, just happy to be back and agree it's absurd how cheap the masterpiece of a game Horizon is!
