A hot take from an Angeleno residing in Portland.

Totally agree about downtown and the police, now compared to the 90s. Much better now than then. Not even close, really. As far as areas improving.....yes, but sometimes gentrification has its down-side. I like the nice, new stuff, but am also aware working class people are being priced-out of up-and-coming areas, as well as a lot of the "cool new stuff" there is to do there. The homeless situation, at least in my area, is a lot worse, but I think that is 1. really a nation-wide issue, at least in urban areas, and 2. still in the shadow of the pandemic, which saw an unprecedented amount of homeless settlements around town.

Sorry to hear about Portland.
