What ranking order did you give the players? Following FIDE dutch rules I do not get the same result so I assume it must be ranking order (which I thought was determined by rating starting the tournament).

e.g. Round 3.

First, no-one with a perfect score (2/2) could possibly have played each other yet. Second, no-one in the top group is a floater of any type - they have only played opponents with the same score. Third, no-one in the top group has a color preference; each has had a black and a white. This makes the edge cases irrelevant for switching pairing. Last, there are no byes in the group at 2.0.

Looking at just the top scoring section and sorting it by rank we find a few things. There are 37 players with a perfect score. In practice this means the lowest rated player will get matched with someone at 1.5. We find this is true, GM Batchimeg (37th rated with 2 pts) gets paired with Caruana (highest rated with 1.5 pts) as expected.

Since there are no collisions due to color or players previously playing, the expected pairings are easy. 1v19, 2v20, ... 18v36. In practice, some of the pairings were 1v20, 2v21, 3v19, 4v23, 5v27, 6v27, 7v28, 9v22, 10v30, 11v24. This resulted in #11 (Hou) playing #24 (Anna Muzychuk) instead of the rank #29 player.
