Hey, I'm in the same boat. I tried the demo, and then I bought a hard copy of the game (USA region) and season pass (USA region). I went to market added each DLC package to my download. All of them say installed. I never got a message in my mail box in the game, nor any of the new recipes or cosmetic items. None of the new islands populated. I checked the dressing tabling and builder table at ioa, and nothing. I tried uninstalling the game and then reinstalling. I just got to Moonbrooke in the story line. The last thing I did was renewed the licenses, but I can't check to see if it worked until I finish this chapter and head back to ioa. If you figure something out let me know, and I'll do the same for you.
