Your first photo is a TRV valve body. You don't need to turn anything on that - pushing the pin in closes the valve (usually by the head, which is missing from yours, but that won't stop it from coming on). Sometimes they get stuck - try pushing it in and out a few times, but be careful not to bend it (i.e. don't whack it like some guides suggest).

The second photo is the lockshield - turn it anticlockwise to open up more, but be aware that this is all relative to your other radiators - i.e. if that radiator is already fully open, you may need to turn down the flow through all the others. It depends on the pipe layout, and if you do make any changes to lockshields, make a note of the original setup.
