My take is this: A country is split into groups of increasing size. The smallest groups may be, I dunno, 10-20 people or something. Each of these small groups send a delegate to a council made up of delegates from 10-20 smaller groups. These delegates are chosen not necessarily by vote, but in some rotating order, meaning every member of the small group is their delegate every now and then. Perhaps you act as delegate for a few weeks or months or for a specific number of meetings with the council.

Then it continues in this fashion with groups, councils, whatever you wanna call it, all the way up until the entire country is covered. (Well, in my perfect utopia there would be no countries, but I get that that may be a lot to ask for...)

I believe this would work on a small scale, and therefore see no reason why it shouldn’t be able to work on a larger scale.
