Its "within your community" rather than health region, and a local messaged VCH to clarify, they replied stating Whistler is not considered local community for anyone in Vancouver. They specify Squamish and Pemberton residents can go to whistler to ski, however Vancouver residents cannot. Spot checks are randomly conducted on the highway as I've been informed, and they are turning around travelers who lack a reason for travel they deem "essential".
