How are Finns outside of Finland viewed?

If someone has 2/3 of these - culturally finnish - speaks finnish - is a finnish citizen I tend to perceive them as finnish. If not, cool person but not finnish.

If not, I don’t tend to see them as finnish. The genetic heritage doesn’t really matter.

So if you are culturally finnish and speak the language but live abroad, still finnish.

If you speak finnish and are a citizen but aren’t culturally finnish, you’re finnish. (Cultural diversity is cool, and the language definitely helps to fit in.

To me the thinking is that if a person doe speak the language, isn’t a part of the culture and isn’t even a citizen then what is the point of calling them finnish? That’d be like me visiting italy and then calling myself italian for no reason.
