How are homeless people supposed to help themselves?

I got myself out of homelessness years ago. I moved to a large city with a lot of programs available to help me out. I had no connection to the city, I literally moved here for opportunities without a dollar to my name. Shelters and foodbanks kept me going at first.

It was grueling, but I jumped through the hoops of various programs to get a place to stay and employment. Then I had to work very shitty jobs, and ride the bus for hours every day. I got progressively better jobs, and I have a decent job, place, and car now.

Temp work is your best friend if you are homeless. You can go to an agency, and get work the next day. Most cities have shelters and foodbanks, it can be tough to work and get to and from the shelter, but it is possible.

The temp agencies I worked for gave you a sort of debit card that they loaded money on. It was nice because they paid either weekly or daily. The hardest part is to not blow your money on a motel, restaurant, or an uber to work. It's incredibly difficult to save all your money for a place to stay, when you have nothing.
