How to automatically restart the PC every time it shuts down

First, get a UPS, that will cover short outages that may otherwise turn your PC off. Keep your monitor OFF to preserve as much battery capacity for the PC itself.

Second, look at the BIOS, look for power configuration settings. On Dell's there is an option to have the power ON, OFF or LAST STATE in case the power is interrupted and returns.

Also look for a power schedule in the BIOS. Some rigs have a setting that you can schedule the power to be turned on. If the power configuration above does not have the ability to turn the PC back on when power recovers then this can be a backup. See if you can set it to turn on automatically several times a day. If it IS on, nothing happens, if it's OFF then it turns on.
