hmm i'm not sure. I'm not a green anarchist so this question might not be directed at me. But I'm not sure how you define "civilisation". It seems to me the that Papuan civilisation is being threatened by outside civilisations

If so, how could technology (the very thing that has created the problem) save these people?

leapfrogging. It seems like Papuan civilisation need new defenses against the invaders (the industrial fishers). How could this be accomplished when Papuans would need to defend sharks on a global scale? Well crowd sourcing scientific observations has worked well. I think if you combined the crowd source technology from the science community with something like sea shepherd you could have potentially potent mix. That said the radical green anarchist don't seem to talk to the science community much so the mash up might be a bit hard to accomplish because of political/ideological hang ups

once again, leapfrogging. But it is also important to note that the 'third world' will evolve its own technology. It will be syncratic of western tech combined with local needs. As someone who works with technology; this is the reason I believe opensource is important. Opensource allows other organism to adapt technology to their own needs. But we need to open down to the hardware level. We need to have information infrastructure to build a computer chips from sand... and we are getting close to that
