How to drive through a intersection with traffic lights that aren't working?

It can get confusing. Etiquette around where I am in America suggests to treat it as an all-way stop intersection. First vehicle to stop is the first vehicle to go. If two vehicles stop at the same time, the vehicle to the right will go first (remember this by thinking that you drive on the right side of the road so the vehicle to the right goes first). If two vehicles stop at the same time across from each other, both vehicles are wanting to go straight, and there is enough room for both of you to go at the same time, you can both go. If both vehicles are going right and there is enough room, you can both go. The vehicle turning left will yield to the vehicle going straight or turning right. If both vehicles are turning left and there is enough room, you can both go.
