How is Game Ai getting dumber than 15 years ago?

it seems everyone is just using a copy paste code from unreal or whatever basic dev tool guide,

i get it you cant have the ai too smart or player get frustrate but this is ridiculous, it cant be this hard to make two ai models, one for challenge and other for journalist dificulty.

Two very damaging statements here, even if hyperbole.

AI isn't worse because of a lack of skill, laziness, copy-paste, etc. Sure, Cyberpunk's AI is bad, and there's a lot less attention to detail in other aspects of the game compared to GTA 5, even 4. That was a product of management hell, extreme crunch, and pressure from the fan base to "hurry up".

Aside from compute performance, good AI is difficult to make and is a small detail relative to the larger game. The industry has grown tenfold since the 2000's, and pressure means they can't afford to spend as much time on it.

Does that make it ok? Definitely not. The end product suffers for it, and as a consumer you still deserve a good product. Don't paint it as a problem that "can't be this hard" to resolve, it's "copy paste code from unreal or whatever basic tool guide", etc. It's a problem with a lot of nuances, and assumptions about development actively contribute to making the problem worse, ie Cyberpunk
