How to (and how not to) use a HAWK signal

Drivers here need an intensive educational campaign for all aspects of abiding by the rules of the road. When HAWKs first popped up here in Phoenix there was a problem with some drivers stopping until the lights went off completely. Now people have returned to the Phoenix normal of pretending to not know what a red light means.

The same issue extends to flashing yellow arrows, ramp meters, and crosswalks. Too many people have seem to have no idea that what a flashing yellow is. People are so accustomed to the ramp meter turning green as they approach it, that they still accelerate down the ramp and blow through the light, which sometimes is on a delayed cycle.

Lastly, the number of people who stop well past the stopbars at a red light here is ridiculous. The number of drivers who stop in the middle of crosswalks, not even bothering to back up for pedestrian traffic that's crossing is ridiculous.
