The Axis power in WW2 had Generalplan Ost, to depopulate Eastern Europe for colonisation. There are many deaths in India, Ireland, et al that can be blamed on English colonial mis-management, including callous mis-management. That is still not "trying to exterminate" as in WW2.

Neither need it have been benevolent protection racket by intent, whatever Cecil Rhodes claimed. But the core condition of every human society throughout time is existing under the forceful domination of somebody. The murderous expansionist aims of your neighbours are suppressed in an empire, that is what empires do. A sensible empire wants taxes and will therefore avoid being murderous to its own subjects, or letting anyone else be murderous towards them.
