How much money do you think should be set to the side per pet rat for vet expenses?

Honest questions. Do you think it is better for animals in shelters to be euthanized, or given a good life until say, they cancer that costs $10,000 for treatment? Should someone never own a pet if they cannot afford the equivalent to a down payment on a home if an elderly animal gets something like cancer? Should disabled and elderly people not be allowed to own animals if they can't afford thousands of dollars of surgery for a non accident related to an animal's age? Yes if someone cannot afford $500 for animal care they probably should consider not getting one. However, tons of healthy animals are put down every day, that would have a chance at a home until they got old and had expensive health problems. Which is worse though, the animal living life with someone who can't afford thousands at the vet at once, or the animal being euthanized without any chance at all? Just something to think about.
