How often do NJ police let drunk drivers go because they "don't have the testing kit on them"

The whole "test kit" thing is bullshit. They all have them and if they need one because theirs is not functional they just call for help he must know or be related to someone.

I'll give you an anecdote.

Buddy is an alcoholic who drives around local area from bar to party to bar. Lives in north jersey, his dad is a retired county cop now deceased. He was high functioning until about three years ago when it really began to show in a number of areas including his driving.

Free Pass #1 and 2 on the same morning (a doozy): Two idiots, (buddy behind the wheel), attempt to exit bar parking lot late night while police activity is happening on the fucking scene. Cop shines light, no test kid needed, these two are obviously fucking hammered. "And where the hell do you assholes think you're going?" Friend 2 actually lived a stone's throw from the bar but it was very cold outside and he was drunk so rather than hoof it for literally two minutes now he's talking to some very cold, pissed off, cops. They both had a wallet full of PBA cards and between that and the promise that they would both leave the car and walk to Friend 2's house to sleep it off they got off with a very stern warning that ended with: "And you driver, I'm on shift until 7am, if I see your car disappear from this parking lot I'm coming for a visit understand?" "Yesss officcccer... good night... farrarrar..."

They walk home. At some point a couple hours later Friend #2 wakes up to piss and notices that Friend #1 is no longer sleeping on the couch. That's right, he got up, walked back to the parking lot, got in the car, and drove home despite the officer's warning. As promised the cop showed up a few hours later at his home but did not arrest him! Instead he simply got in his face and told him that the next time he was going to jail.

Free Pass #2 Buddy gets call from hot girl who is hell and gone from where he is but it's all "back-roads" so this should be no probs. It's late as shit. FF to 5am. "Dude I'm in jail come get me out!" That's right, they stuck him in the tank and didn't process his ass. He found someone at 5a to come get him before the shift ended and that was that. The next day he got a ride back to go get his car out of the PD parking lot.

Six months later he got popped on his own turf. He fulfilled all of the requirements, lost his license for a while and is driving again with one of those blow tubes which means he isn't really driving for much beyond work and back. He still doesn't get it!! There nothing anyone can really do and it's sad. This is the most extreme example of connected people burning up all of their extra privileges that I know of.
