How do people think it's okay to raise a child gender fluid??

Again, it shouldn't have anything to do with more genders. Simply acceptance.

For example, my dad used to call me a woman because I took longer to do my hair than he did. He used to say I shouldn't care about the way I look before I leave the house.

Is this a matter of needing more genders? No. I'm a man. I admit with feminine tendencies. But, HE needed to be more accepting.

I didn't need another definition for myself other than "he/boy/man."

But, to a certain degree...If I took interest I wearing heels...then yeah. He definitely should tell me that I should wear, say, Chelsea boots instead. Even though he wouldn't. Cause he ain't fashionable and probably would say running shoes instead.
