Nothing has really changed on how to find him, so if you read some guides from a few moths ago, they’re still valid. There’s no real “right way” to find him as everyone tends to have a way that they feel seems to work best for them. There are many locations he can spawn, but it’s all just random.

For me personally, I feel like I find him often when I set a waypoint to an activity or control point, then fast travel somewhere closer to that waypoint and he’s usually along the path that the gps line had set. I see him most when I fast travel to tidal basin after setting a waypoint to one of the nearby control points. Like I said though, this just seems to be how I run into him most often.
