How do you stop someone in Melbourne from killing themselves?

I'm sorry for your loss, and I'm sorry the system failed your friend.

I'm fortunate that I even after the psych nurse assessed my suicidal wife as non-critical and sent us home from Emergency, the CATT team assessed her the next day as still being at risk and we were able to increase our private health insurance and take advantage of this program from the department of health to get her into a psychiatric hospital and get the help she needs to become the happy lovely person I married (which she is still receiving). it's been just over two weeks now and she will probably need another 3 weeks...
