How do I talk to my sibling?

I don't have an alternative unfortunately. I don't own a bike and can't afford to buy one, and the busses would have me too early or too late. Can't take cabs every day because as with the bike, it is expensive to do so. 10 cab rides a week at ~$16 fare per ride is just too expensive. I'll be moving out with the Army soon so I think my only real option if this persists is to quit my job and just wait for them to get back to me.

As to the yellow light thing, yeah I realize that people run yellow lights all the time, but my brother has been driving all of two weeks, and there was so much time that even though I couldn't see it, I highly doubt he made it before it switched to red. And again, he would have had time to stop altogether if he wasn't going so fast in the first place.

And yeah, he doesn't seem to understand that it's a fucking car, even if you are in control and aware of your surroundings, shit still happens and other people make mistakes. I literally said to him "One day you're going to be speeding around a corner as you do and there's going to be kids or something playing in the streets". And he said "Do you think I'm stupid? I know not to hit kids".
