It's really hard to tell any important details from the ebay listing photo. Coins can at any point be resubmitted for reholder, in the event the holder gets scratched up or damaged and you want it to be in a new one. When that happens the coin gets moved to the most current holder design but retains the original certification number

however in this case things don't look right, and the coin doesn't look right to me. HOWEVER. this could just be because the photo is crappy and taken through an external plastic sleeve on top of that. Or that could be done on purpose to make it harder to tell authenticity.

My guess is it's either just a reholder, or, a fake slab made with a replica of the label.
