How would you change the way the US prepares for storms?

Don’t we already have this with evacuations zones alphabetized according to threat level? Specified highest risk according to the event threat are the first required to leave barring events like Harvey or Florence where it is necessary for everyone to go because water was is areas unpredictable and shelters (for Florence) could not be opened. When the evacuation order was given (9/11) we were still predicted to get a category 4 which our structures can not sustain so they ordered all school buses to mass transport (In Onslow Co) people out. It then reduced to a category 1 but thankfully our shelters were closed because they were all wrecked which would have been horrible if they’d been housing hundreds of people at the time. There are also public storm surge graphics based on hurricane category that are very informative. I studied them quite heavily before Florence. A lot of our swift water rescues that resulted from people remaining in known flood areas could have possibly been prevented if they would turned off the utilities to those areas like they do the barrier islands the day before impending landfall. Perhaps it would increase motivation for people to follow mandatory evacuations in highest risk areas at the very least.
