Again, that depends on who you ask. Either they misled the WHO, or the WHO was fat-fingered with their tweet and the Chinese officials hedged their "no human-to-human transmission" response for plausible deniability. But there's a big difference between "no evidence of" and "we don't yet know", right? No evidence implies being studied and not found vs. we don't know.

But China definitely knew more than they were saying and didn't alert the public soon enough to contain the outbreak. I found an article that seems to strike a balance that might be worth a look:
