Ian will 'financially ruin' homeowners and insurers

I know some people will immediately go to blaming the consumer who choose to live in high risk/flood areas, and while I think some people do it without thinking of the consequences sometimes, why are real estate developers even allowed to continue to put houses, especially one stories in low sea level areas such as the homes on Sanibel Island, the homes around Fort Myers Beach, even the ones on Tampa Bay?

I just can’t think of any solution to the problem here, these people have had their life turned upside down by this storm. They don’t deserve to have be financially ruined on top of that because these extreme insurance policies. Not to mention insurers not wanting to cover them in the future, or not even having their house rebuilt because of the area it’s in.
