You can take this cars into Benny's and upgrade them. You can add liveries, push bars, spot lights, lights that are red and blue in specific area (behind grille, top of the roof, etc), and customize the interior to a police-style cage. Some Cop supercars can be customized with Dubai-style liveries, and any car can be used as an undercover cop car (Cops carry a siren and red light with them). Benny's upgraded cop cars also get bullet resistant windows from the E&OC armored variants. This DLC works similar to the VIP system. You can only be a cop for four hours and once the time is up, you have to wait twelve hours until you can be a cop. What happens is, you ask the dispatch app in phone if there are any crimes going on or you may get alerted if crimes are happening nearby. In an empty lobby these will be crimes committed by NPCs, and in lobbies with others these can be VIP organization (hostile takeover, etc) or individual (liquor stores, police levels) crimes. The dispatcher may also sometimes offer shady Bent Cop jobs where you move drugs, criminals and hot vehicles through the city while avoiding being seen by the cops (similar to that lamar mission). Cops cannot be in passive mode and NPC cops always treat them as allies. If Cops commit any crimes in front of other cops, they pay fees and/or insurance on all items/NPCs/innocent players destroyed. Up to $100,000, there is no insurance charge paid by the Cops, and after $1mil of damage, the cop status is cancelled and put on cooldown for 12 hours. The intent of the system is to discourage cops from unnecessary destruction yet allow them some freedom to do their job. Think of them as Lethal Weapon style heavy collateral damage hollywood cops. If Cops commit any crimes out of the sight of other cops, they temporarily gain a level and NPC cops get called on them and will follow them slowly from a distance. As a cop you get the cop uniform, taser, combat pistol, pump shotgun, and carbon rifle. Tasering criminals earns a higher bounty than killing them. No insurance is paid for destroying criminals' vehicles. There's a cop salary given out just like the VIP salary, bounties for criminals killed/captured, and payments for Bent Cop missions completed.
