Where? Who? When? People can get several DUI convictions and still drive, they basically have to kill several on seperate occasions to hold any hope of long term license loss, but when given the opportunity to re-acquire a license it's still really easy, the tests don't get vastly more difficult for some. The test is equivalent to a tutorial when the test should be massively more difficult.

Texting and driving is hardly illegal in most places, the enforcement on it is virtually zero, but the punishment for the idea is basically nothing.

I don't know what exactly most of your comment means, but it implies to me that you know of some experiences that I don't, nothing I've seen is related to what I am suggesting. I've literally known borderline retarded people with drivers licenses, really old people that can hardly see let alone tell whats going on driving around, folks so untrained that they were sure that right on red means you don't have to slow, stop or even look. It's astonishing.

Doesn't this sound contradictory to what you are referring to? A few speeding tickets might mean loss of license in a reality with some sense.
