If bill passes, law enforcement officers who've been fired for misconduct won't be able to get a similar job

It's surprisingly (or maybe unsurprisingly) common to see guys who were fired or given the "option" to resign employed with Harbors, DLNR, or other county agencies. Securitas at the airports is a big one too. There is a culture of "we don't care what your former department says, WE will make the decision" amongst agencies, similar to how lateral transfers are not universal between Hawaii departments. When you factor in difficulties meeting recruitment goals, and a retirement program that took a big hit recently, its no wonder you see a lot of questionable hires. The quality control is amazingly bad regarding new officers hitting the streets. There'd be riots in the street if the general public knew half of it.
