If you can’t hack L2, does that mean you’re not smart enough for finance?

In my experience there was two parts to studying for all three exams; knowing the material, and learning the art of how to answer the questions. While practicing for Level II, reading the questions first and underlining key info within the vignettes helped tremendously. You may find a different process that works for you, but find your process and stick to it. If you do when the stress kicks in you will be on autopilot and able to focus on the material, not how to attack the question. Just because you aren't scoring well on practice exams doesn't mean you don't know the material, it may just be you need practice with the format of the questions.
