They should be checking whether opioid and other 'hard' drug use decreases.

They should advertise it, even.

"Don't do drugs, but if you're gonna anyway, do legal cannabis, instead! It can step you down off what you're killing yourself with, right now."

In 'harm reduction', it is excellent. Even versus beer.

You don't have to smoke it. Chop up about 2 grams in a couple of ounces of Everclear, and double boil it in water for a while (not with open flames). Then filter out the bud bits, if you like.

I just boil water in a 'thermos cooker', put the cannabis/alcohol in, in a little jar, and leave it for a few hours. You can do this with a rice cooker or a crock pot, too. No oven or toaster oven required. (You can accidentally burn up your weed, instead of baking it.)

Take a teaspoon in your favorite beverage, like coffee, and wait 30 minutes, to a couple of hours, according to what you eat/drink at the same time, for a long-lasting buzz. Don't take 'more' if you feel like it isn't working. It won't kill you, but you'll definitely get more zonked than you are prepared for.

Two grams will last a month, easily. Cheaper than an ounce of tincture from the store.

Oh, a teaspoon of alcohol is taken with it? Did you ever get so stoned you can't watch TV off a teaspoon of alcohol?
