if he didn’t mean it, why did he say it?

First, I don’t know the context in which he said this, so I’m not in a place to judge his own intention behind this, although the comment, is horrible.

But, when I learned English, I was taught that a ‘fetish’ meant that you liked something a lot (but I was never told that there was a sexual connotation). As an 18yo, I told a friend I had a ‘chocolate milk fetish’. It certainly sounds racist and just BAD (and fortunately I was drinking chocolate milk at the time, so I think it mitigated this a little...and now is just the weirdest inside joke). But, my intention was completely innocent. So, when someone says something like this, especially someone learning English, I tend to give them the benefit of the doubt (specifically with the ‘dog’ comment) because I know it is so easy to mistranslate the tone. I tend to think that his message would come across softer if he knew English better. However, I don’t think this is the only opinion that is valid here, and I don’t think it is unreasonable to think that he shares a belief similar to this.
