If the High Elves are a (slowly) dying race, how come literally every game Ulthuan becomes a united powerhouse?

Beastmen, the various tribes of human Chaos worshippers have huge numbers as well. Their bosses, the Daemons, are functionally ENDLESS.

LolWut? Maybe in the stupid End Times they side with Chaos (obviously) but they serve themselves and their own leaders, like Khazrak One-Eye. They want to destroy all civilization, they're corrupted by Chaos (how they came to be), but their "bosses" aren't Chaos. Chaos corruption caused them to exist.. just like Skaven. Do Skaven have Daemon "bosses"? No they don't. Although they do side with Chaos apparently in "the end".

And actually, no, The End Times didn't happen. That's that.

I'm not arguing that those factions are the most populous, but they're the most disordered as well. They fight each other, they're not as strong individually and obviously so many things happen over the course of I-don't-know-how-many-years and NONE OF THAT is what you described first, the entire world being overrun by Skaven, Greenskins and the Chaos factions. Every time before the contrived event you mentioned other factions survive. If you want the campaign to be literally only a simulation of that horrible writing then go download a mod that makes the Chaos invasion more diverse and makes it stronger by like 10x. The default campaign shouldn't and wouldn't simulate the end of that universe where somehow the forces of disorder... become the ordered forces of disorder.

Also some things about the End Times:

1) Ulthuan sinks so they can bind the Winds of Magic to all mortal beings, which destroys the Vortex, which sinks Ulthuan, so the forces of order did that themselves

2) Naggarond was purposefully abandoned, who knows what might've happened if the DE had stayed and fought.

3) Lizardmen only die because somehow the writer thought they could blow up the damned moon. Mazdamundi and Kroak get off of that planet along with anything and everyone on Lustria. No it's not fucking epic, all of Warhammer Fantasy has been constrained to the planet, the empty space outside is ignored or maybe doesn't even exist. Now suddenly they can blow up the damned moon, and fly to space? Absolutely not consistent with the lore.

By the end the factions left with the highest numbers are Chaos, Skaven, Greenskins, Nagash`s undead and the surviving Elves. Everybody else is dead, Jim.

The point is that the numbers are IRRELEVANT alone when quality is taken into account along with their numbers. The Forces of Order would've won in the end, except the writer remembered that he had to destroy the world so he had Mannfred cast some spell and that was it. They were outnumbered, but not outmatched. Numbers aren't everything.

Is it that much of a stretch to assume that a force with the advantage in numbers wins generally speaking, if anything by attrition alone?

Jesus Christ dude.. NO. Especially in a world with magic and gods that doesn't apply!
