if net neutrality fails, could an online company provide a "neutral net" loophole?

It could be deactivated for gaming, or legitimate streaming (not sure how much of that would be done any more unless it's provided by the monopolistic isp) but it could be switched on for the multitude of people finally knocked down off of their high horse and pushed into 'piracy' to make up for increased costs on a potentially exponential scale. Imagine having to subscribe to amazon , then netflix, then even steam or xbox live and psn from your isp FIRST, and then subscibe to them AGAIN from the actual owners themselves? Fuck that, I'd drop everything nonessential, including social media, become more of a basement dweller than I am already and pirate everything that was available in digital form if I had an intention to consume it. If enough people decided that way, even not on everything, but a few external services/subs dropped per person, it would add up in time to increased costs to compensate which would lead to more dorpping then to some competition dying. who is gonna subscribe twice to netflix for example? the isp will probably say 'you only have to subscribe once to our netflix 'alternative'" as if anything could be called an 'alternative' at that point any more. unless somebody is super fucking rich and has the luxury of deciding to subscribe to everything two or three fucking times a piece giving their isp''s their protection money. fuckt hat shit. yoho.
